This health center is a Health Center Program grantee under 42 U.S.C. 254b, and a deemed Public Health Service employee under 42 U.S.C. 233(g)-(n). This health center has FTCA deemed status with respect to certain health or health-related claims, including medical malpractice claims, for itself and its covered individuals.

The Free Medical Clinic of Northern Shenandoah Valley in Winchester, Virginia, serves low-income, uninsured working residents of Frederick County, Winchester City, and Clarke County. Almost 100% of patients served by the Free Medical Clinic of Northern Shenandoah Valley have incomes at or below 150% of the federal poverty level. Approximately two-thirds of the FMC of Northern Shenandoah Valley patients have one or more chronic illnesses which require ongoing medication therapies, etc. ? In 2011 the Clinic provided 9366 patient visits, treated 1048 patients, and screened 532 new patients for services.
